The Assad regime’s outgoing prime minister has agreed to transfer power to Syria’s rebels after the ousting of longtime dictator Bashar al-Assad, who has reportedly fled to Russia.

The rebel coalition led by an Islamist militant group formed from an al Qaeda affiliate has declared plans to name senior Assad regime officials accused of torture.

Also, rebel leader Abu al-Jolani has announced that rewards will be offered for information on high-ranking army and security officers involved in war crimes.

In a related development, rescue workers have concluded their search for detainees in secret cells and basements at the notorious Saydnaya military prison, and despite efforts, no survivors were found.

Elsewhere, rebel fighters in Damascus have reportedly discovered more than 40 bodies in a hospital morgue, many bearing signs of torture.
